Position Summary
The University of California Office of the General Counsel (UC Legal), Health Affairs, Privacy & Data Protection (HAPDP) Group offers a two-year, full-time fellowship for a recent graduate of an accredited law school who is interested in pursuing a career in one of its core practice areas: health law, privacy, and data protection. We seek candidates with a strong academic record, excellent written and verbal communication skills, a demonstrated commitment to advancing the legal profession, and the ability to think creatively. Preference will be given to applicants who have demonstrated interest in or prior experience with health affairs-including regulatory and transactional matters-as well as privacy, data protection, or cybersecurity. Under the supervision of UC Legal HAPDP attorneys, the Fellow will conduct legal research, draft memoranda and other documents, and, when appropriate, attend client meetings, hearings, and negotiations. The Fellow will also participate in activities designed to provide exposure to both the practice of law and the substantive work of the HAPDP group. Within the HAPDP practice, the Fellow will work on matters involving hospital operations, health care transactions, reimbursement and regulatory compliance, fraud and abuse, internal investigations, medical staff, peer review, medical faculty disciplinary matters, privacy, data protection, and cybersecurity. The Fellow will also have the opportunity to collaborate with attorneys both within UC Legal and across UC campuses and medical centers.

Key Responsibilities

• 35% Under the direct supervision of OGC HAPDP attorneys, conduct legal research on federal and state statutes, regulations, and agency guidance affecting the University of California. Draft memoranda, summaries, correspondence, and other legal documents in support of client counseling, compliance initiatives, and risk mitigation efforts. Develop subject-matter expertise in the OGC HAPDP Group's practice areas; monitor legal and regulatory developments; and prepare substantive alerts, analyses, and practical guidance for University stakeholders, with responsibilities and oversight commensurate with experience.
  
  
• 25% Provide substantive legal support across OGC HAPDP practice areas by collaborating closely with supervising attorneys to deliver accurate, timely, and high-quality legal work that aligns with organizational priorities and applicable legal and regulatory requirements.
  
  
• 15% Develop and demonstrate strong communication and organizational skills, including the ability to manage competing priorities and consistently meet deadlines. Produce thorough, accurate, and practical legal work product through the effective application of legal research, writing, analytical, and critical thinking skills.
  
• 10% In collaboration with supervising attorneys, analyze legal and compliance issues, identify and evaluate alternative courses of action, and assess associated risks and potential impacts to support informed decision-making and effective client counseling.
  
• 10% Demonstrate the ability to handle confidential and sensitive information with discretion, and develop the capacity to work effectively both independently and collaboratively in a professional legal environment.
  
• 5% Attend and observe client meetings, hearings, negotiations, and internal strategy sessions, as appropriate. Develop and apply collaborative and consultative skills to work effectively across practice groups within OGC and with diverse internal stakeholders in the UC system.

Required Qualifications

• Ability to gain skills in collaboration and creative thinking to effectively partner with other attorneys and a diverse spectrum of clients. Ability to work collegially and cooperatively with others in a team-oriented, fast-paced work environment.
  
• Demonstrated interpersonal communication skills, including strong ability to actively listen to understand and differentiate critical aspects of issue, prior to offering counsel. Aptitude for communicating persuasively verbally and in writing. Demonstrated written communication skills and ability to create and deliver effective materials and/or presentations appropriate to a particular audience.
  
• Interest or prior experience in the substantive specialty areas of the OGC HAPDP Group, i.e., health, privacy and/or cybersecurity law.
  
• Ability to acquire skills to draft accurate and complete legal documents.
  
• Ability to maintain confidentiality and exercise discretion and tact when handling sensitive or potentially sensitive issues.
  
• Demonstrated commitment to the highest ethical standards.
  

Preferred Qualifications

• Basic understanding of legal issues in a University counsel setting.
  

Education

• Advanced degree in a related area within the past 3 years required.
  

Licenses and Certifications

• Current member in good standing of the California Bar Association or anticipated to sit for the exam in July 2026 or later, with the prior approval of OGC.
  

Travel Requirements
5% Infrequent professional job-related conferences.

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired must reside in California and will be required to report to work on-site at UC's Office of the President located in Oakland, CA at least two days per week.

SALARY AND BENEFITS

Payscale: $105,000 - $110,000 annual, commensurate with experience

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
